Heat 1 tbsp oil in a skillet over medium-high heat. Stir-fry beef until browned; remove. Add remaining oil, stir-fry bell peppers, onion, garlic, and ginger until tender-crisp. Return beef to skillet. Stir in broth, oyster sauce, brown sugar, and black pepper. Cook until sauce thickens. Serve hot over rice.
