The Scale-crested pygmy Tyrant, given its name for the crown-like ring of feathers on the top of its head. which it raises when attracting a mate, & to seem larger when frightened.Their  natural habitats are subtropical or tropical moist lowland forests of Columbia, Costa Rica, Equador, Panama,  Peru & Venezuela.

I will never fail to be completely amazed by a person who I know must take endless numbers of selfies and yet obviously has no clue about the reality of what that thing on their own neck looks like.
