Salt Run is at the very top of the photo looks like open water, but was bordered to the east by shoals (where the state park is now). The sandy peninsula  in this photo is Davis Shores, the northern tip of Anastasia Island. This photo looks like it was taken in the late 1920s, because it looks like the Bridge of Lions (1927) is there, but Davis Shores has not been developed yet.
