This study of four Eastern African countries is based on the assumption that under the emerging democratic dispensation: some CSOs are, in general, playing a positive role particularly with regard to pressurising governments to open more space for democratic governance, and they could be a useful arena for producing capable and democratic leaders who could strengthen the ranks of policy makers and political leaders.
