During the fall and spring, I use fine insect netting to prevent the white moth from laying eggs and chewing on my brassicas once the eggs hatch. Depending on what I'm growing, it could be deer netting to simply protect the wildlife from devouring my vegetables. During the freezing winter, the cover is replaced with 6 mil plastic sheeting to protect the plants from frost. #frostprotection   When creating the hoops remember to consider the size of the plants once they mature. The height of the stake and the length of the tubing will depend on the height you desire.  This cover system is not the most stable but it's a good alternative.
