As you apply the royal icing, you want to spread it over the top just like you would on a pb&j. And similar to making a sandwich, you’re not pushing the icing down into the cookie, if you did that while making a sandwich you would dent the bread.  Instead, you are spreading the icing evenly across until the entire surface of the cookie with smooth strokes, using the tip of your scrapper to remove any excess. The icing consistency is a little looser than creamy peanut butter as well.  Cookie cutter can be purchased in my online store.
