having high leg extensions is combination of flexibility and strength. Someone can be very flexible but if they don’t have the strength to hold the leg up it won’t work.
So you need to practice both. Grand battemant is the best for it. (Kicking the leg with control to front side and back) you can do it on the floor or standing up.

When lifting the leg do it in turnout, you should feel it in your inner thighs as well✨ have a safe practice
