Preheat oven to 350°F. Grease and flour a 9-inch round cake pan. In a bowl, whisk flour, cocoa powder, baking soda, and salt. In another bowl, mix sugar, brown sugar, coffee, oil, eggs, and vanilla. Gradually add dry ingredients and mix until smooth. Pour into the pan. Bake for 30-35 minutes. Cool completely. To make caramel, heat sugar and water over medium heat until amber. Add cream, butter, and salt, stirring until smooth. Drizzle caramel over the cake, sprinkle chocolate chips, and serve.
