It was 1941, just months before the attack on Pear Harbor thrust the United States into the throes of World War II, when young Jack Cowley first raised his hand in Quincy, Mass. and committed to serve his country as a United States Marine ... To date, he has purchased and distributed more than 1,800 flags. Along with each box containing a flag, he also includes a copy of the constitution, a card of gratitude, and a reminder.
