Mohammad Najibullah was President of Afghanistan from 1987 until 1992, when the mujahideen took over Kabul. Najibullah was very efficient, and during his tenure as leader of KHAD several thousands were arrested, tortured and executed. KHAD targeted anti-communist citizens, political opponents, and educated members of society. Najibullah as leader allowed graft, theft, bribery and corruption on a scale not seen previously.
