Capitation grants have not increased for some years and these are often not provided until the end of the term creating cash flow problems for the PPPs.  On the other hand, an August 2016 report by the Initiative for Social and Economic Rights (Iser), found various district education officers complaining that the directors of PPP schools were not following established financial guidelines.
