It was based at Eenhana in SWA with a core of Permanent Force officers and NCOs on 2- to 4-year tours, and National Servicemen in their second year of service. Sub-units were attached according to the varying requirements, and that's why it was referred to as `modular'. 54 Battalion's main responsibility was to secure the area around Eenhana.
