Mix together cream, cheese, 1 1/2 cups shredded cheese, and green onions and form into a ball. 2. Roll the ball in remaining 1 1/2 cups shredded cheese. 3. Wrap in plastic wrap. 4. Tie cheese ball with four pieces of twine to create pumpkin lines. 5. Refrigerate for an hour. 6. Unwrap and place a bell pepper stem on top for the pumpkin stem. 7.
